network workgroup name not accessible AGAIN

Shouldn't I be able to access a share on XP machine from Vista, even though the 2 computers are different domains? They are both on the same network. Sometimes local network fileshares not detected
Sometimes my Vista machine shows absolutely nothing when I click on Networks. I can see the Vista machine from my XP machine, but I cannot see either the Vista or the XP from the Vista.
