....and Ctrl+Alt+Delete and Ctrl+Shift+Esc do nothing. I've also tried restarting in to Safe Mode. All I get is a blank screen with Safe Mode in the corners. There is no way to run any program. Safe Mode with Command prompt does the same thing.
Anyone have any idea how to restore the desktop when running any program is disabled??? Thanks in advance!!!

Have you tried starting using the last known good configuration setting? http://support.microsoft.com/kb/307852 Can you press the ctrl-alt-del keys and bring up the task manager? If so, on the applications tab, click the New Task button and on the resulting screen, enter: explorer.exe to see if you can bring up the desktop. If all else fails, you may be able to use your system CD to do a repair installation. http://www.michaelstevenstech.com/XPrepairinstall.htm

Ron, Last Known... gives me the same results. As I said in my note, Ctrl+Alt+Delete does nothing, Ctrl+Shift+Esc does nothing, Ctrl+Alt+Shift+Anything does nothing. I'm having the customer bring their installation CD by. Thanks for the "good ol' college try"...

Hi,
I have the same problem, but I can access my task manager. Unfortunately I get an error when I try to run explorer.exe. This issue started right after I installed:
Security Update for Internet Explorer 7 for Windows XP (KB960714)
If I could get to my control panel somehow, I would remove the update and try reinstalling it...but I do not have the shortcut in MyComputer. Can anyone let me know how to access the control panel from the task manager?
Also if anyone could shed some light on this issue overall, it would be greatly appreciated. I dug around and mainly found posts dated back to 2004. I am hoping for something more relevant and to see if anyone else has experienced this issue after installing the update listed above.

Hi Sean,
What is the error message when you run explorer.exe?
In the meantime, go to Start/Run and type in CMD: expand x:\i386\explorer.ex_ c:\windows\explorer.exe

Hi Kelly, Thanks for the quick reply!
The error I get when I try to run explorer.exe is: Windows cannot find 'C:\WINDOWS\explorer.exe'..... This is weird because I actually used "browse" to find the file and then selected it.
Also, I tried the line you mentioned below, and got the following error: Windows cannot acess the specified device, path or file. You may not have appropriate permissions to access them.
I am logged on with an administrator account that should have all permissions.
Is there a way I can get my control panel? I would like to try to remove the last few items I installed.

I may be wrong but I suspect the "x:" part of the path that Kelly posted refers to your CD drive, i.e. you need to have an original XP CD/DVD in the drive at the time.
If explorer.exe is visible to you in dir listings but Windows is complaining that it's missing, it's possible that it's either corrupt or that the permissions on it have been altered to prevent anyone from executing/reading it. Can you use the command line "cacls" tool to examine its permissions?
Cheers, Alex

Hi Alex,
I tried the cacls command for explorer.exe and it showed that users & power users have Read only, but administrator has full. I logged in with the admin account in safe mode, but it still did not let me access the file.
I also tried my original XP cd and the line of code Kelly provided, even when I changed the x: for the letter of my drive, it gave me the same error about not having the right permissions.
I am hoping I will not have to redo my whole system again, since I just redid the whole thing a couple of weeks ago. Any further info that could help would be greatly appreciated.
Thanks again and happy new year to all. Sean

Since the problem started right after a security update, you should be able to get free support from MS. Start here: https://support.microsoft.com/oas/default.aspx?LN=en-us&gprid=6527&x=14&y=15

Hi Ron,
Thanks for your link, but I ended up solving the problem myself.
I read many posts related to the topic and eventually did the following:
1. booted up to windows 2. ctrl+alt+del to get windows task manager 3. File, new task, typed regedit, clicked ok 4. go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\Current Version\Image File Execution Options\ 5. In there I had an explorer.exe folder that I deleted (you may have an entry in the root of the Image File folder as well.. delete them also). 6. Rebooted and everything was back to normal. 7. Breathed a sigh of relief.
You can back up the explorer.exe folder (and files in the Image File Execution Options root if applicable) by exporting them before the deletion process.
Hopefully this thread will save many people lots of time in the future. Thanks to everyone for their help and happy new year! Sean
