Can't Paint in Color With Paint

If this question is in the wrong place, please direct me to the right place.

I have what appears to be a black and white picture (more like a clip art),
gif, saved and open in paint. I am trying to fill in areas with color, but
it will only do black or white, even when I change the background and
foreground colors by left and right clicking.

When I check attributes, it says the attributes are in color.

So, what is wrong? Is it possible to fix this so I can paint certain areas
of the picture in color?

I have zoomed and used the grid lines to fill in any missing grids in the
outlines.

Have you converted the picture to .bmp or .jpg first?
