OK so the spec sheet claims 1680x1050 , 56-76Hz refresh : ftp://12.145.38.159/monitor%2flcd%2fdatasheets%2ffp202w_specs.pdf
What I'd check here then, is that the monitor isn't listed in Control Panel -> Display, as a "Generic Monitor". If it is, install the driver software supplied with the monitor, so it's identified by windows.
That should provide the graphics card with details about its supported display settings and allow the correct refresh rate to be set
