Instead of ... to end a sentence have you considered just a .? And then start the next sentence with a Capital letter? Like I'm doing. Yes, it's like an test in English class but it really makes for easier reading. And hit Enter every so often...like I'm doing...
On to your question...when you select Change Icon, Paste this into the little window next to Browse...
%SystemRoot%\system32\SHELL32.dll
Then choose an icon from there. Will that icon stick?
If this doesn't work then you may not be able to change the icon for your Hotmail shortcut.

Also, as a Graduate in English Literature (Masters) I am well aware of the proper grammar and etiquette for composing documents, however I am frustrated at being told the same darn thing over and over and I tend to allow my emotions to rule my training. SO thanks for the help NOT...

I ain't neither high nor mighty I am just trying to get a better icon on my desktop and believe me I meant no insult towards the gentleman who left me last message, as I tried to explain I keep getting the same response to this question and I cannot seem to get an answer as to why I cannot change the darned icon So forgive me JD and forgive me Mike And if Google it means to use google to look for an answer I have done that for 2 days. One other thing you can try is to create a new shortcut on your desktop. Right mouse click on your desktop, select New and then Shortcut. Browse to the location of your Hotmail .exe or whatever Hotmail uses to launch itself, give it a name like Hotmail2 and once it's on your desktop see if you can then change the Icon by browsing %SystemRoot%\system32\SHELL32.dll
I don't have a Hotmail account so I can't try this myself. If this doesn't work then Hotmail just don't want you changing it's Icon. :-(

If you're still there - you're not going to thank me for saying this, but I've just created two desktop shortcuts to Hotmail, both with different icons (from shell32.dll), and they're holding nicely...
I'm curious - you say the icon is the "standard E icon". Is it the actual "e" by itself, or the white "page" with an e on top of it? Could it be that your home page is Hotmail and you're creating a shortcut to *Internet Explorer* (wherein when you go to change the icon, the button to do so is on the "Shortcut" tab, the middle one of three buttons, the others saying "Find Target" and "Advanced")? As opposed to a shortcut directly to a web page, in this case http://www.hotmail.com, via right-click > New > Shortcut (where "Change Icon" is the only button, on the "Web Document" tab)? Mine are the latter.
Perhaps try creating an entirely different shortcut (to eg calc.exe), giving it the icon you want for Hotmail, then changing the Target. And maybe before that, clear your browsing history, in case Hotmail's holding on to some "favicon" link or something. If it were me with your problem, I think I'd clear out the whole IE cache, too.
Another thought - browse to another website, say Yahoo; right-click and drag the "Y!" icon at the left end of IE's address bar to the desktop; choose Create Shortcut; then right-click > Properties and change the icon and URL on the "Web Document" tab and name at top of the General tab.
Maybe try creating a new shortcut pointing to all of this:
"C:\Program Files\Internet Explorer\iexplore.exe" www.hotmail.com
(changing the first path if necessary) and then changing that one's icon.
Apologies if you've tried all these - I can't really think of anything else.

The shape/color of a desktop icon seems a bit trifling to be upset over. However most of these shortcuts to web sites are controlled by cookies.
