Auto-image compression in Photo Gallery?

When I view pictures in Windows Photo Gallery, they look like this:

Compared to on a browser it is much clearer:

I got the first set of pictures by using a screen capture program and uploading it. And also just to note, when I view those first 2 in windows photo gallery, they are even more messed up than as they show there (just as the second set are).

What I'm thinking the problem is, is that there is some auto image compression going on when a picture is opened in a certain program. But I could be, and probably am, wrong about that.

This also affects working in photoshop, however when I do Save For Web, the picture is the same as in a browser. So I've been basically using that to check things as a I work on them. Another thing that shows pictures correctly is the folder thumbnails.

And just some other information:
I use Windows Vista Ultimate 64 bit, without SP1, but I did try the beta of it and uninstalled it shortly after. It's possible that these 2 are related, but I really can't remember when this problem started. I have tried uninstalling many programs and updates that I had installed since a date when I know for certain I wasn't having these problems. I also tried messing with the Color Management thing and the NVIDIA Control Panel, but those didn't work either.
