Total Recorder claims to, http://www.highcriteria.com/. WM Recorder claims to capture video (including streaming audio), http://www.wmrecorder.com/.
I have occasionally used previous versions of both, but not specifically with Internet radio. Do try the demo versions.
If I remember correctly, they differ in their approaches:
Total Recorder poses as an audio output, and copies the data to file. I don't currently have it installed, as the "audio driver model" (MME?) seemed to interfere with another (ASIO). Which (if correct) may matter if you are into making music on that computer yourself.
WM Recorder tries to retrieve the file that is being broadcast, and can do so at download speed (rather than listening or viewing speed). Using it (the older version) requires getting used to, in order to avoid doubles (broadcast and download).
