Virus turned off active desktop - how to restore

My son's PC (Dell dimension 3000) with XP Home SP2 got the spyware guard
2009 virus variant. I used spy hunter to almost remove it (it keeps coning
back). The problem is at boot, I get the wallpaper screen but no desktop
icons. I can access only via task manager. The malware program said 2
windwoo componetns were turned off. I beleive one was display. The wallpaper
only happens in safe mode as well.

Is there some KB that can walk me through restoring active desltop & the
icons?
