I think the closest you get with the out-of-the-box policies is the "no auto-restart with logged on users for scheduled automatic updates installations" but if you enable that policy, it only works if there is a user logged on to the target system. For a server, I am guessing that means, logged on at the console. In any case, it might be worth trying that option.
