Group Policy can't create toolbars - Group Policy basically uses Windows functionality (or any other application functionality) and turns it on/off/changes its behavior. If there's a toolbar of an application you have, you could use that with GP.
If there's a toolbar you already have and you'd like to deploy it, you can use Software Installation in Group Policy (you'd first have to convert it to an MSI file) or use a script to install it.
