OK, the Windows Update problem is solved.
Some component setup the following key: [HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate] "DisableWindowsUpdateAccess"=dword:00000001
also
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\WindowsMediaPlayer] "DisableAutoUpdate"=dword:00000001

Still struggling with System Restore (and also Computer Browser starts and stops immediately). Any clue?
