need help reinstalling program

I have asked this on other newsgroups and haven't found an answer that works

I have an older program ( Print Artist 3.0 from Sierra) that I have ran on
my HP pavilion XP for years.
It quit a few months ago. SO I uninstalled and now I can't even get it to
read the disk. All I get is an hour glass flash. To read the disk I have to
right click and open. If I click on the setup.exe all I get is the hour
glass flash.
I have tried different cd drives. I install the PA disk into another
computer to verify the disk. I copied the disk and tried to install that. I
uninstalled all sierra product. I tried to run it from a zip disk. I deleted
all sierra, PAWIN and print artist stuff from the registry.
I even installed this disk on a Vista machine. I cannot get it to even
start the install on this XP machine.
I've ran several registry cleaners, and checked the event viewer.
Anyone with any ideas where this is locking up.

Try to install using the Compatibility mode on the "setup.exe."

Try to install using the Compatibility mode on the "setup.exe."

Tied that and it didn't work. Forgot to list that in the things already
done.

Will the disk copy to the hard drive by using the CD reader on the computer
in question using Windows Explorer. Will it successfully copy on other
computers? If it copies on other computers but not the one in question, the
drive is bad or the disk is marginally dirty. I would suspect the drive
being bad however.
