Hi Gecko
Despite what you are saying I would guess that this is a program which may be running and causing a slow shut down, take for example AVG anti-virus or Windows Defender if you have your machine powered up long enough for the scans to start it will take much longer for your machine to shut down.
I would troubleshoot this by running msconfig from start/run and untick all of the programs from the startup tab, reboot the machine leave it running for a while and then trying to shut it down again, if this works go back to msconfig and gradually start putting the ticks back in the boxes and restarting to see if you can find the culprit. Other reasons for this maybe catalogers/indexers running. Is the machine of a decent spec, plenty of free hard disk space and RAM?
