If you purchased SBS 2003 Standard, you would not have a Premium CD. If you purchased SBS Premium, you should have one.
The difference in the versions is the number and kind of CD's and the license you purchased.
SBS RTM Standard = no Premium CD SBS RTM Premium = Premium CD included SBS R2 Standard = Standard CDs + R2 Technologies SBS R2 Premium = Standard CDs + Premium CD + R2 Technologies
If you did not purchase SBS Premium you will need to purchase the SBS Standard to Premium Upgrade:
Assuming you have R2: Product Upgrade (from SBS 2003 R2 Standard to SBS 2003 R2 Premium) $699 T75-01260
Note this is Full Packaged Product, which removes any OEM restrictions you may have had.
Assuming you have R1, you must first apply this:
Version Upgrade (from SBS 2003 Standard Edition to SBS 2003 R2 Standard Edition) $299 T72-01415
