Fli4Mac is a component to do windows media video playback in Quicktime. It's been available as a universal binary for well over 2 years, from http://www.flip4mac.com/wmv_download.htm
That component (the playback part) is free for use.
You can also purchase licenses to convert video to WMV format from within quicktime, if that's what you mean by streaming.
The options changed some time ago for Flip4Mac, in that the preference was to stream playback as fast as possible (reducing quality) rather than the more typical progressive download playback from a web server.
That was swapped round to favour progressive download, so I guess the Quicktime folks meant you need to add-back the switch to favour streaming, which is the Zip file at the bottom of the page called "Flip4Mac Streaming Utility application"
That's just going to install a toggle on/off rather than let you do any streaming yourself. So I guess it all comes down to if you're looking for playback, or you're actually publishing video on the web for a Mac in WMV format (if so, why ?)
