Did you mean DVD-R blank disks ? Or DVD+R blank disks ?
I'm not sure what exactly you meant there, DVR is typically a term used for a standlone (domestic) "digital video recorder", often using an integrated hard drive
Pretty much any DVD recorder available now should be able to burn (write) DVD+R or DVD-R blanks, though not necessarily at top speed.
Any internal PC DVD drive you can find should also be able to read back from pretty much any DVD based format, including DVD-RAM.

Windows media player doesn't have a DVD recording facility other than to store data files to a DVD blank - that won't play in a home (domestic) DVD player, as it's intended for PC playback only.
There's no real question of "WMP compatibility" - it's just a data carrier and the software has to deal with the data on the disk.
If it's a commercial or home-burned DVD movie, then you would usually *also* need a DVD decoder software package (costs a few $ due to licensing fee for the DVD video format).
That decoding feature is not provided in WMP due to cost, unless you have Vista home premium or ultimate (and not at all on XP)
