Not all hard drives are compatible with all IDE to USB hardware. I have three different IDE to USB devices and even with three different ones I still run into the occasional drive that won't work with any of them. Sometimes using a different USB port may help. If you are using a front USB port try using a rear port or vice versa. If this doesn't work then you may need to try a different IDE to USB device.
This doesn't sound like a problem caused by having XP installed on the drive. It sounds like a hardware problem.
