Last week another poster had the same issue concerning Code 10 that affected his DVD-RW and the following below fixed it for him.
The below has to be followed in the order as posted
(1) Read the following and implement

(2) Now do the following fix as written in the following MS KB concerning your Lower and Upper filters. It works also on Vista
