I open 'my computer' and pick the view I want, (details) and then open tools -> folder options -> view (tab) and then 'apply to all'. Usually works for me. But it resets all folders. Under that view tab there is a 'remember each folders view settings', so you can change a few to the non-default, like your 'my pictures' can have the icons.
