In the file managers ('Windows Explorer' and 'My Computer'), one select (via the 'view' menu, one of five options determining the way files are displayed and listed: 1) Thumbnails 2) Tiles 3) Icons 4) List 5) Details The default seems to be "Icons". But it resets all folders. Under that view tab there is a 'remember each folders view settings', so you can change a few to the non-default, like your 'my pictures' can have the icons.
