FYI
The problem occurred, when we assigned an account name during installation. We included a special character (omega) into the account name. Vista did not seem to like that, although there was no indication of a problem until we booted - even then, there was no communication from Vista that there was a problem - our system just froze whenever the Welcome Center ran. Ctrl-alt-del returned us to the desktop. We reinstalled Vista, omitting the special character in the account name, and all is now right with the world.
FYI this same problem prohibited us from installing Nero - the change in account name at installation now allows us to install Nero.
