AD/Security Issue with SBS 2003

I am setting up a Blackberry solution for a client and in addition to the
list of account changes I need to make I also need to provide a "send as"
permission to a new domain account (BPSAdmin) I have created. I do that
under the security tab of the individual user account in the AD. (I go into
AD Computers and Users, enable advanced features, go to
user/properties/security tab and add the new domain user - BPSAdmin and
check "send as" in the Allow column.) Everything seems to work fine but...
after some time while trying to diagnose a problem I go back into that
account and what I find is the BPSAdmin account is not even there any more
in the list of security/user names. Something (group policy maybe) is doing
some type of "cleanup" on the account and taking out the permission I just
set so it won't "stick". What is going on here?

Where is the account? what OU?

The OU is the SBSUsers OU where SBS put the account at creation so here is
the scenerio

User1: jsmith (created in the MyBusiness/Users/SBSUsers OU)
User2: BPSAdmin (created in the MyBusiness/Users/SBSUser OU)

Under jsmith account to go properties/security tab add in BPSAdmin to the
Group and for that user check off "Send As" and "Receive As" in the Allow
column

What Happens..... after about 30 minutes I go back into the properties for
jsmith and see that the BPSAdmin account I added in is now gone. Something
is going through and "cleaning up" what I just did. I don't know what it is
or why it is doing it but without it I have blackberry issues for sending
email. This is not a RIM issue but an AD issue
