Notification Area Question

1)Right Click Start/click Properties/click Taskbar/click Customize
2)Then select among Always Show, Always Hide or Hide When Inactive
What I select seems to have almost nothing to do with what shows up in my
Notification Area.
What does it take to make a permanent change?

Those options have more to do with automatic contraction of the
notification area to a smaller size than keeping the icons from
appearing in the first place.

Sometimes the programs that place the icons give users the option to not
display them there. Otherwise, eliminating the icon might require
shutting down or even uninstalling the application that displays the icon.
