Okay, so I downloaded EyesDropper in an effort to reduce my computer usage.
However, after I installed it Windows settings were changed. I quickly
uninstalled it, instead of restarting the computer as EyesDropper asked me to
do. When I press Ctrl+Alt+Delete, instead of just the Task Manager coming,
there is a box in the middle of the Desktop that has all the options (Turn
Off, Lock Computer..) etc. that Task Manager had, instead of it all
convieniently placed in Task Manager. When I press the start menu, my icon
for my account isn't at the top of the Start Menu. When I press Shut Down
(Which used to be Turn Off Computer) There is a drop down menu for Stand By,
Shutdown and Restart instead of icons and captions. When I press Log off.. it
just asks me if I want to log off. There wasn't a log off button and a switch
user button, as there was before. What's happening? How can I fix this, and
return things to the way they were?

I use Windows XP SP3.

One option would be to run System Restore to take your computer back to a
date before you installed this program. System Restore is available through
your Start menu under Accessories -> System Tools. Keep in mind that any
changes made to your computer since that date will also be reversed.

To manually correct the issues you've outlined in your question, see if the
following helps.

To have Task Manager appear when you press Ctrl + Alt + Delete

Go to Control Panel and double click User Accounts.
In User Accounts, click on "Change the way users log on or off".
In the next screen, check the boxes next to Use the Welcome screen and Use
Fast User Switching.

To restore the XP style Start menu

Right click on your Start button and select Properties from the menu.
Note: You can also go to Control Panel and double click Taskbar and Start
menu.
On the Start menu page, select Start menu instead of Classic Start menu.
Click OK.
