Looks like CTP3 is not honoring the execution policy set by me in CTP2 in spite of what the Release Notes say. It seems to be set correctly in [HKEY_LOCAL_MACHINE\Software\Microsoft\PowerShell\1\ShellIds\Microsoft.PowerShell\executionPolicy] but not in [HKEY_CURRENT_USER\Software\Microsoft\PowerShell\1\ShellIds\Microsoft.PowerShell\executionPolicy]. I too had to manually change it here to "unrestricted"
