If the update is not architecture-specific, then the update bundle is going to contain whatever files are necessary to support installation on whatever architecture(s) that update is applicable to.
I agree it's unfortunate that MS Product Groups have not done a better job of separating 32-bit and 64-bit architecture classifications in the WSUS product heirarchy.
What'll be doubly annoying is when, 3 years from now, we're all running 64-bit hardware, but we still have to download these 32-bit files for "backward compatibility" because nobody had the foresight to separate out the products today. :-(
