Hi What do you mean with making it a Primary domain controller? Are you saying that you want to migrate? If yes, check: http://support.microsoft.com/kb/555073
Otherwise, not possible. Unless something changed, SBS must hold all the Flexible Single Master Operation for the domain, you can add additional DCs but SBS should be the master. Review the ULA agreement.
