MS08-067 not prompting for reboot - 70 percent of clients.

Hello,

We have a rather large WSUS implementation across NA, Latam, Canada. Close
to 25,000 clients with many replica nodes.

We are AD based with GPO's configuring clients for AU settings and have been
rolling for years since SUS 1.0.

Current issue:

MS08-067 does not prompt about 70 percent of clients for a reboot after a
successfull installation. Nothing has changed as far as our GPO configs go,
or local pol settings. Clients every month get prompted for a reboot during
the normal patch cycle.

Maybe my brain is fried from the last 2 days, but the answer has not jumped
out at me yet.

Example snippet from client log:

But yet no actual prompt is shown for the clients..."'Allow Non-Admins to
receive update notifications' " is set, (though they are admins).

Ideas?

Perhaps . . . the clients don't need to be rebooted?

According to KB958664 32-bit systems only have one file replaced:
NETAPI32.DLL (64-bit systems also replace WNETAPI32.DLL).

If the file is not in use at the time the update is installed, then the file
is not locked, and the installer can easily overwrite the file, successfully
completing the installation of the update.

Only if the file is in use does the installer need to stage the replacement
of the file, causing a system restart.
