Perhaps . . . the clients don't need to be rebooted?
According to KB958664 32-bit systems only have one file replaced: NETAPI32.DLL (64-bit systems also replace WNETAPI32.DLL).
If the file is not in use at the time the update is installed, then the file is not locked, and the installer can easily overwrite the file, successfully completing the installation of the update.
Only if the file is in use does the installer need to stage the replacement of the file, causing a system restart.
