To get full permissions, boot from your Vista DVD, select Repair, and then Command Line Prompt from the repair screen. It is a limited boot edition of Vista and will give you full access to files and tools. Unlike this feature in XP, in Vista it is not a limited interface and you have full access to your files and even some of the Vista tools.
