Is this a domain controller, joined workstation or personal home computer? What operating system is it? Service Pack level?
The DNS Client service is not necessarily required, but has it's purpose with DNS resolution algorithm, parsing the HOSTS file, etc. For your current issue, I have a feeling it has the older Windows Update client. Pleae read the following article to get an idea of what is happening and how to fix it.
