Yes, this is by design.

Correct. A non-WSUS related update to the WUA was published to the WU/MU sites earlier this year, and any systems doing a detection against the WU/MU sites will be upgraded to this newer WUA. The v7.2 WUA is fully backward-compliant with WSUS 3.0 environments.

No. The update only included functionality related to the WU/MU sites at microsoft.com; this functionality is not needed by =WSUS= clients, so it was not released through the WSUS selfupdate channels. Only if a client browses to WU/MU, where this update is needed, will the update actually be installed.
