IP Address goes back to old address after TTL expires

I have changed the IP address on one of my member servers every 60 minutes it
reverts back to an old address that is in the wrong IP range. I have tried
manually adding it, taking it out, letting it register itself I have used
DHCP for that VLAN and still it reverts back. I have 2 DC's and they are the
only DNS machines in my network and no outside zone changes are allowed. I
can't figure out where it's getting this address. I have turned down one DC
to make sure it wasn't coming from either one of them. This is just so
frustrating. I have had other MCSE's that are our tier support and they are
stumped.

Did you configure a fixed ip or do you use reservations?

I have tried both static assignments and DHCP. I just moved it to a new NIC
it pulled a new IP address and still it reverted back to the 192 address.
I'm up to 6 additional MCSE's that can't figure out where the update is
happening from so I just reset it and we are going to turn off the server and
wait the hour to make sure it's not the member server causing the address
change. Totally at a loss here.

If you have WINS check the WINS db.

What I have found out is if I change the name of the server it holds the new
IP address it's not until I rename it to it's "Normal" name that it reverts
back to the old IP address. I have to keep the server the same name due to
the applications and the deployment of our work order system. So renaming
isn't an option. I finally at this point reconfigured my switches and stuff
to continue to use it as it was but this isn't the scope or the Vlan I want
to leave the server in. I need to figure this out but need some additional
options. Thanks
