It is if you didn't read the Release Notes and you're impacted by something written in the Release Notes.
Is there anything in the Release Notes that's applicable to your environment?

Why would they appear as non-Latin characters? Is there something about this machine's configuration that you should be sharing with us to allow us to make an intelligent analysis?
