Cannot see port 53

I have placed my Windows 2003 R2 server behind DI-704P router in a DMZ and
yet the port scanner shows port 53 as not open. What can I do to fix this?

Port 53 is DNS. Please describe what you are trying to achive.

I'm trying to get the name server updates from the primary name serter to
the secondary name server. The firewall was on for the primary name server.
I put in an exception for port 53 and now it is open.

The secondary name server does not have ICS and windows firewall running.

Port 53 is now open on both name servers, but secondary is still not updated
from the primary.

I am trying to transfer zones from my primary dns server to my secondary dns
server.
