When you set "Do not use recursion" on a forwarder, it means that DNS will wait until the query times out for an answer from the forwarder, if the forwarder doesn't answer, the query fails and it won't use recursion from the root servers. This is handy when you need to resolve a trusted domain, and it would be unacceptable for it to query the Root Servers for a private domain.
