Licensing for Server 2003 and SBS

I have two servers; Small Business Server 2003 and Server 2003 Standard R2.
The SBS hosts all the services like terminal licensing, exchange, dns, etc.
The other server is going to only host Remote Desktop connections for about
10 users. Right now, my SBS says that it has 5 licenses, the ones that came
with the initial installation, but it seems that I can only make 2
connections to the RDP server. I'm thinking that I need to get 10 more User
CALs, but I'm concerned that there is some other problem since only 2
connections can be made at the moment. Is there some sort of licensing
service that I need to start/install on the RDP server?

Any information would be helpful; being a mostly Linux guy, I always find
licensing confusing.

I think I found my problem.

I need TS user CALs for each remote desktop, but I plan on installing
Citrix; I assume I only need the Citrix licenses in place of the TS user
CALs, but I will also need additional normal User CALs.

If that makes sense...please let me know!

No you will need TS CAL's as well as Citrix licensing. Remember, Citrix
XenApp is simply an add-on to Terminal Services, not a replacement.
without TS, XenApp is useless.

Nope... Citrix XenApp is on top of TS. Makes it an expensive solution...

Also, you are mixing "User" and "Desktop". With TS 2003 and beyond, you
can buy "Per User" licenses and "Per Device" licenses. You have to buy
enough licenses to cover any device or user that *may* connect to the TS
server. You need to do the math to see which is more cost effective...

Since you can only make 2 connections, are you sure that you
installed Terminal Services? Sounds like the server is only
configured to allow Remote Desktop for Administration.
Also check the number of allows connections in Administrative
programs - Terminal Services Configuration - rdp-tcp connection -
Network.
