If your 32 bit Home Premium was either a full retail or retail upgrade, there should be information in the box on the procedure for ordering the 64 bit DVD. You only pay a small shipping fee.
If it came preinstalled on a new computer, there is no such option. Any retail box only contains the 32 bit DVD, apart from Ultimate, so you would still have to send off for the 64 bit Home Premium, although you may be able to purchase a 64 bit generic OEM version from a local reseller.
There is no direct upgrade from any 32 bit operating system to a 64 bit one. You would have to clean install.
