Vista backup doesn't skip programs

The backup utility in Vista says that it won't backup programs, and it skips
the C:\Program Files folder, but on the 64-bit version it still backs up the
full C:\Program Files (x86) folder, where, incidentally, the vast majority of
my programs are (I'm backing up to a network location - it's using over 20 GB
of space and takes hours). Is there a way to configure it to skip this folder?

So far as I'm aware, there is no configuration of Vista Backup to add/remove
directories. Whatever it decides to back up is what you get.
