There's more than one way this can happen, but the most common is that it's sitting in your Recycle Bin. Emptying that should recover some space.
Also, to be clear - there is nothing normal about chkdsk /f finding and fixing errors. If chkdsk is seeing errors, you have problems and you need to identify the source of those problems ASAP.
