Hi, Another program (or IE itself) may have the Temporary Internet Files folder in use. Try accessing Internet Options from Control Panel- with no Internet Explorer windows open. You may have to shutdown e-mail and or messaging programs- some of them use the TIF folder.
See: http://windowsxp.mvps.org/deltifonexit.htm for more information.
Configuring CCleaner www.ccleaner.com to run at startup before other programs are opened might be a solution. - - Hope this helps, Don [MS MVP- IE]
