If you have a spare harddrive that you can use to test the recovery discs on you could get a definitive answer.
My HP recovery hasn't got an option to restore just the recovery partition. When I lost access to the partition after removing a dual-boot Vista RC1 installation, a standard recovery (non-destructive) did restore normal access to the recovery partion. In that case the files were still present on the partition but the boot options to access the recovery partition had been removed or corrupted.
