Your windows install files would then be on a hidden partition of your hard drive, and the system should know where to find them. Just a guess, but it sounds your computer is a Dell/Acer/IBM/Compaq or whatever - in many cases those brands contain the Windows/System Restore files and restore files on a hidden partition, if the CD's aren't supplied.
You should be able to run a restore program (not Windows System Restore) - a program supplied by the PC Vendor/manufacturer that will restore the computer to the factory condition. It effectively formats the hard drive and reinstalls Windows and any preinstalled software.
However doing this will delete any data files you may have on the hard drive.
