Changing window size defaults

Help - We reloaded Windows XP due to a problem by reformatting drive and
doing a new installation. All windows now all open maximized. They used to
open in the smaller (not minimized) size. When I look at assorted
folder/file preferences the window size is set to "normal". Resetting to
"maximize" changes nothing, because it is already maximized, and then
resetting to "normal" size still changes nothing. I really prefer my folders
to open to the smaller setting what are we, 2 old pros, missing in how to fix
this?

To further clarify after reading assorted posts - Folders is set to save the
view on exit; this is happening with disk drive windows, folder windows,
control panel window, etc. but application will open in the same size window
as when it closed. I have tried holding down control when clicking X to
exit. I have tried unclicking save view and closing the folder settings
boxes and window and reopening and trying again to save the view. My problem
seems opposite to everyone else in that my windows are always opening
maximized, not "normal"
