Many hard drive manufacturers provide a utility for exactly that
purpose when you purchase a new, larger hard drive.
Additionally, 3rd party drive/partition imaging utilities abound that
can be used for the same purpose. A quick Google search will provide
you with several alternatives, some of them free.
