Try this:
Click Start >. Click Run type in:
cmd.exe click [OK] and leave Open.
Make sure no other applications are open:
Press DEL + ALT + CTRL to bring up the Task manager on the task manager
click on Processes Tab then scroll to highlight the Explorer.exe process and
select End Process, you will notice your desktop will shudder and the icons &
taksbar will disappear.
Click on the command prompt window to open and type in the following:
C:\>rd /s /q C:\Recycler Hit [Enter] on your Keyboard then type Exit and
Hit Enter to exit the command prompt.
Click on the Task manager to activate and on the Applications Tab click the
Button labelled New Task and on the New Task window type in:
Explorer click [OK] and your Desktop Icons and Taskbar will come to life
again.
Right click or Double click your Recycle Bin and see if you can see or try
to create a file and delete it and see if that will go to the recycle Bin.
= Another is to check:
Right click the Recycle Bin and select Properties from the list.
On the Recycle Bin Properties under Global Tab make sure this Check box not
checked:
[ ] Do not move files to the Recycle Bin. uncheck this
Remove Files immediately when deleted <= this equal to SHIFT + DEL and also
make sure the Display delete confirmation dialog is selected.
Replace/Repair the Recycle Bin (Line 64)

Could it be that you have set it to delete files on exit?

In other words, when you shut down the files get deleted, which is how mine
is set up.
