If it's windows media audio content, you can use the a tool in the free windows media encoder package to do that. http://www.microsoft.com/windows/windowsmedia/forpros/encoder/default.mspx
Inside the installed program directory is a utility called windows media file editor. That can chop the start and end off a track.
If you have MP3 or WAV audio, you're better with a more general tool such as Audacity audio editor, free from here
