Control Video window size from asf file?

My program is creating wmv files using Windows media video 9 codec. These
files will have 2 video streams that play at the same time. Both video
streams are 640x480. My question is, is there a way of controlling the video
window sizes? Is it possible to make both videos display 320x240 without
transforming the videos streams to this size.

The end user would be using Windows Media Player to view the videos. So it
would have to be a configuration of the wmv file causing WMP to display the
videos at 320x240, if it is possible. If I can control the size of the
display window it wouldn't matter that the video stream is 640x480.

Can't be done by using the files alone, no - there's no information to
tell the player how to display them, and by default it can only play
one file at a time.

Out of curiosty, why would you want to encode the videos at 640x480
only to display them 1/4 that size - surely it's a huge waste of the
users bandwidth ?

These files will not be used for streaming only for viewing on a local
machine. My intent is not to be wasteful, but to show the best video image.
My though is that showing a 640x480 video in a 320x240 window would ensure a
better image quality then a 320x240 video alone.

How would a scaled down image look better than a non-scaled one?
