I've seen reports like this just frequently enough that this implies that there may be a bug here, but I can't reproduce this.
What exact screensaver is selected? Does it happen for audio-only content? Does it happen if you set the screen saver to kick in after 1 minute? Are there multiple user accounts on this machine? Is anyone else logged in? Is Aero/Glass enabled? Is UAC still set up as normal (turned on)? Are you in skin, deskband, or full mode? Is this a 64bit or 32bit system?
Those questions are meant to be starting points - I'm not certain why it's not turning on for you, but I'm interesting in figuring that out.
Looking into this, it seems most likely to be a concern if there's some level of permissions issue where WMP isn't able to touch screensaver properties. Your answers to the above questions may be illuminative.
