=========================== You need Digital Image Suite 2006 or the Anniversary Edition in order to have all the art. Maybe you could find a frame you can use at the MS Clip Art site:

The following steps should get you started. (do a search for Frame and if you find something you like...Copy/Paste it to your desktop. (the bad news is that many of the frames do not have a transparent center... so they will need some work...or just find one that does)
Open the Frame in Digital Image Standard.
Now open the image you are working on.
Drag the frame from the stack onto the image.
Now, drag the handles on the selected clipart so the edges of the clipart align with the edges of the image.
And there's a Vista update for your version unless it was already installed.
