It depends in one situation whether you are trying to change system icons like Computer, Recycle Bin, the one with your computer name, Network Places which are added or subtracted from desktop via rt. click>personalize>change icons.
You should be able to change icons by rt. clicking a folder but there is a bug that is being increasingly recognized that is a contrast to XP. In XP if you clicked an icon that was a shortcut you could exchange it with the many icons that are intrinsic to Windows, using some of the .dlls in System 32, zips, and downloaded programs or MSFT apps like Office.
In Vista, you can do this with folders, but not with shortcuts. I don't know why. Members of the shell team would. They can be contacted here:
