Telnet Server Difficulties

Tried turning the Telnet Server on.
[Control Panel : Programs and Features : Installed Updates : Turn Windows
Features on or off]
The process appeared to work, but I cannot get the system to accept telnet
connections from another system, and can find no way to set the server up to
accept and/or authorize specific clients. Telnet Server does not show up
under Start:Programs, or on the Control Panel.

Has anyone ever got this to work on Vista?

No it's not at Control Panel or Start Programs. Unless I am missing
something here, when I was using Telnet I had to be at the Command Prompt.

Is the Telnet *service* enabled or disabled?

Is there a firewall active that's blocking the Telnet port.

You can go to the Windows Help for Telnet.

Don't forget to tell windows firewall to allow incoming connections on port
23

In addition to "turning on the Telnet / telnet server" you must start the
service via the mmc management services (run: services.msc) once that is done
you can use the command line: tlntadmn /?help for all the switches. (this is
as far as i have gotten)

now for my question:

Vista Home Pro:

when i try to log into the telnet serverlocally i receive the error that my
administrator account is not a member telnetclients group. Going off my
knowledge of xp home / pro... the home os does not have the users MMC Snapin
that allows you to make them members of any thing...
